How do we make sure the collet is working properly?

The collet serves two purposes: to apply maximum clamping force to the tool and to maintain minimum overall runout.

Let's take a look at what these two things mean. Clamping force refers to the grip of the collet on the tool. High clamping force will dampen vibrations and thus increase rotational speed,reduce chatter and reduce the chance of the tool being pulled out of the spindle. 

The second thing the collet needs to do is provide minimal runout.

Runout is wobbling at the tip of the created tool due to misalignment of the tool with the collet. This changes the effective diameter of the tool and reduces the accuracy of the work.

If you can achieve a small overall runout, it means that all the grooves on the cutting tool will do the same amount of work, resulting in longer tool life and even wear. This will give you better part finish, better accuracy, and less wear on spindle motor bearings.
